The best islands to visit without a passport

No passport: REAL ID is enough 13 US islands scored #1: Puerto Rico, 8.4/10

Thirteen of the 64 islands on this site need no passport for a US citizen: six in Hawaii, Puerto Rico, the three US Virgin Islands, Key West, Hilton Head and Nantucket. You fly on a domestic ticket with a REAL ID-compliant license, pay in dollars and use your phone plan as at home. This page ranks the best ten by our overall score.

Puerto Rico wins at 8.4, the top score on the whole site, not just this list. It beats Maui on value (7.4 against 4.3) and access (8.9 against 6.9): San Juan's airport has nonstops from 41 US airports, and the cheapest 3-star room was $120 in January against $296 in Kihei. If you want Hawaii specifically, Maui is the better beach island and Oahu the cheaper, easier one.

Weather 9.0 Things to do 9.0 No passport

Puerto Rico is first on a 9 for things to do and the best access and value scores among the top three. You get a walled colonial city, El Yunque rainforest, three bioluminescent bays and Flamenco Beach on Culebra, all in one trip, with no passport. Forty-one US airports fly nonstop to San Juan, and the cheapest 3-star rooms were $120 in January and $114 in July. The catch is size: the best beaches need a drive or a ferry, and a drive around the island takes five to six hours.

Maui

8.1/10
Weather 9.7 Beaches 9.0 No passport

Maui is the best beach island here, with a 9 for beaches, a 9 for things to do and a 9.7 for weather. Kaanapali, Napili Bay, Wailea and the Kihei beach parks are swimmable near the hotels, and Haleakala, the Hana Highway and winter whales fill the rest of a week. It ranks second on price: value scores 4.3, with Kihei at $296 in January. Lahaina's Front Street reopened on August 1, 2026, but the town is still a construction zone.

Oahu

7.9/10
Weather 9.7 Things to do 9.0 No passport

Oahu is the easiest no-passport island to reach from the most places: 28 US airports fly nonstop to Honolulu. It has the cheapest rooms in Hawaii, $139 in Waikiki in January, a 9.7 for weather and a 9 for things to do, from Pearl Harbor, which is free, to the North Shore. Crowds pull it to third (3.9): it drew more than 5.6 million air visitors in 2025. Storm damage from 2026 is limited here; Kaena Point's Keawaula section was still closed.

Weather 9.2 Access 8.8 No passport

St. Thomas is the cheapest Caribbean bed on this list, $93 on both of our dates, with nonstops from 16 US airports. Magens Bay is calm and sheltered, and the 15-minute ferry to St. John puts the best beaches in the USVI within a day trip. Things to do score 6.5, and cruise days crowd Charlotte Amalie and the beaches. On the flight home you clear federal inspection at the airport, so carry a passport or a raised-seal birth certificate with photo ID.

Room to breathe 9.1 Things to do 9.0 No passport

The Big Island has a 9 for things to do and a 9.1 for room to breathe: it is larger than all the other Hawaiian islands combined. Kilauea erupts in episodes you watch from the rim at Hawaii Volcanoes National Park, $30 a car for seven days. Value (4.2) and beaches (7) hold it to fifth: Kailua-Kona rooms were $261 and $269. Hurricane Lala in August 2026 was the island's first direct hurricane impact since 1871, and some state parks were still closed on October 19.

St. John

7.4/10
Weather 9.2 Beaches 9.0 No passport

St. John has a 9 for beaches, the best in the US Virgin Islands: Trunk, Cinnamon and Maho Bay are protected national park beaches with calm water and reef close in. The park charges no entrance fee, but Trunk Bay costs $5 per person 16 and older. Value (3.4) and things to do (6) hold it to sixth: the cheapest 3-star room was $382 in January. There is no airport: fly to St. Thomas and take the $8.15 ferry from Red Hook.

St. Croix

7.2/10
Weather 9.4 Access 8.8 No passport

St. Croix scores 9.4 for weather and 7.4 for value, with rooms in Christiansted at $108 in January. It is the diving and snorkeling island of the USVI: Buck Island's underwater trail and the Cane Bay wall. A conditional verdict costs it 0.4 points, because beaches near most hotels are average and flights are thin: five US airports fly nonstop since Spirit shut down. The QE IV ferry links it to St. Thomas in about 2 hours 10 minutes for $60.

Access 10.0 Value 7.1 No passport

Hilton Head has a perfect access score: Savannah's airport has nonstops from 39 US airports, and many families drive. Its beaches are wide, flat and lifeguarded in season, with bike paths and golf behind them, and a 3-star room was $85 in January and $167 in July. It ranks eighth because weather scores 6.5 (winters are cool) and the Atlantic here is green-brown, not Caribbean blue. The Town's beach season runs April 1 to September 30.

Kauai

6.7/10
Weather 8.1 Beaches 8.0 No passport

Kauai would rank higher in a normal year. Its 7 for things to do is a temporary score: after Hurricane Lowell, the state listed Koke'e Road closed until further notice on October 19, 2026, along with every Kauai state park except Haena and part of Wailua River. Haena and the Kalalau Trail reopened on October 15. A conditional verdict and value of 4.7, with Kapaa rooms at $233, complete the picture. Go for the north and east shores, or wait until the west side reopens.

Key West

6.3/10
Access 10.0 Weather 8.4 No passport

Key West has a perfect 10 for access, with nonstops from 24 US airports, and you can drive there from Miami. Old Town's bars, the sunset at Mallory Square and the ferry to Dry Tortugas National Park make a strong long weekend. It is tenth because beaches score 4, the lowest here: the sand is small and mostly built, and the water inside the reef is shallow and often weedy. Rooms were $314 in January, so go for three or four nights.

How this ranking was made

Every island scores on weather (20%), beaches (25%), things to do (25%), access from the US (10%), value (10%) and crowds (10%). Islands our pages rate "conditional" lose 0.4 points, which affects St. Croix, Kauai and Key West here. For the US Virgin Islands, Hilton Head and Key West no reliable island-only visitor count exists, so their scores average the other five factors. Details are on how we score islands.

What ID you actually need

To fly, TSA has required a REAL ID-compliant license, a passport or another accepted ID from travelers 18 and older since May 7, 2025. If you arrive without one, TSA's Confirm.ID process costs $45, set in a December 3, 2025 Federal Register notice.

Puerto Rico and the US Virgin Islands add one step on the way home. Before your flight you pass USDA agricultural inspection, and most fresh fruit, plants and cut flowers cannot go to the mainland. Leaving St. Thomas or St. Croix you also clear US Customs and Border Protection, so the USVI Department of Tourism says to carry a passport, or a raised-seal birth certificate plus government photo ID.

Day trips can cross a border. The British Virgin Islands, a short ferry from St. Thomas, are a separate country and need a passport. Our passport rules guide covers this and closed-loop cruises.

Hawaii or the Caribbean?

Distance decides it for most people. From New York JFK, San Juan and St. Thomas are about 1,600 miles (2,600 km) in a straight line; Maui is about 4,900 miles (7,900 km). From Los Angeles it flips: Maui is about 2,500 miles, San Juan about 3,400. Hawaii costs more to sleep in: the cheapest 3-star hotels on Maui, the Big Island and Kauai were all above $200 a night on both dates, and even Waikiki started at $139, while Puerto Rico, St. Thomas and St. Croix were all under $130.

The storm seasons are the same dates, June 1 to November 30, but 2026 was rough in Hawaii. Hurricane Lowell hit Kauai directly on September 7 and 8, Hurricane Lala hit the Big Island in August, and Hurricane Nolo cut power on Maui in late September. Spirit Airlines' shutdown on May 2, 2026 also cut flights to St. Thomas and St. Croix. Compare all of them on our US islands ranking.

Of the islands we cover: Maui, Oahu, Kauai, the Big Island, Lanai and Molokai in Hawaii; Puerto Rico; St. Thomas, St. John and St. Croix in the US Virgin Islands; and Key West, Hilton Head and Nantucket on the mainland coast.

Do I need a passport to go to Puerto Rico?

No. Puerto Rico is a US territory. To fly you need a REAL ID-compliant license or a passport, and USDA inspects your bags before the flight home.

Do I need a passport for the US Virgin Islands?

No, but on the way home you clear US Customs and Border Protection at the airport. Carry a passport, or a raised-seal birth certificate plus government photo ID, as the USVI Department of Tourism advises.

Can I go to the Bahamas or Mexico without a passport?

Not by air. US rules let citizens on a closed-loop cruise, one that leaves and returns to the same US port, re-enter with government photo ID and a birth certificate, but the State Department recommends a passport book in case you need to fly home.

Is Kauai open after Hurricane Lowell?

Partly. Lihue Airport reopened on September 8, 2026, and Haena State Park reopened on October 15. On October 19, Koke'e Road, Waimea Canyon and most other Kauai state parks were still closed.
